UN Council Endorses Trump's Gaza Initiative

The Security Council has approved a plan put forward by President Trump for establishing a lasting peace in the Gaza Strip, encompassing the deployment of an multinational security unit and a eventual avenue to a independent Palestine.

Unanimous Approval with Key Absent Votes

The resolution was passed by a count of thirteen supporting, with both China and Russia abstaining. The US envoy Mike Waltz told the council chamber that it mapped “a different path in the area for Israelis and Palestinians and all the inhabitants of the territory alike”.

Balanced Language on Independence

Addition of allusions to an sovereign Palestinian state was the price the US agreed to for backing from the Arab and Islamic world, who are anticipated to supply security forces for the global force.

“The transitional arrangements that we embark on today must be carried out in following international law and honoring Palestinian sovereignty,” the UK chargé d’affaires affirmed.

Government Objection Continues

Nonetheless, on the brink of the UN vote, Israeli prime minister Benjamin Netanyahu restated his government’s strong objection to the establishment of a Palestinian state, casting doubt on whether the Israeli government will allow the execution of the internationally endorsed measures.

Main Elements of the Proposal

  • Immediate lifting of ongoing restrictions on assistance into the strip
  • Establishment of an global security force
  • Moves towards restoration and a eventual “route to Palestinian independence and nationhood”

Ambiguous Wording and Requirements

The inclusion to Palestinian statehood was a balanced insertion to an original American proposal which excluded it. However the language is ambiguous and dependent, declaring only that once the PA has reformed itself and the restoration of the territory is under way, “the circumstances may finally be in place for a feasible course to Palestinian self-determination and statehood.”

International Response

The wording did not meet of the strong guarantee to the creation of a sovereign Palestine next to Israel requested by Arab countries, as well as European delegates, but in statements to the chamber after the decision, envoys from those states said they were willing to endorse the agreement in the interests of prolonging the present ceasefire and immediate measures to assist and secure the millions of Palestinians in the territory.

“We has ultimately decided to endorse of this text, a resolution that we back its primary aim, namely the preservation of the ceasefire and the establishment of conditions permitting the Palestinian people to claim their basic entitlements to sovereignty and statehood,” the Algerian envoy stated.

Practical Difficulties

The proposal gives comprehensive monitoring control to a “peace board” headed by Donald Trump, but of unspecified participants. The group has to inform the UN but it is not required to follow the wishes of the UN or by the Palestinian Authority.

Additionally, it requires the formation of a Palestinian technocratic committee that is expected to manage routine management of the territory and the distribution of aid, but it is highly uncertain who would participate.

Stabilisation Team Mission

The mission of the ISF empowers it to disarm and dismantle militant organizations in the territory, but it is highly uncertain that potential participating nations would consent to engage such organizations. No country has to date agreed to sending peacekeepers.

Furthermore the requirements for changes to the PA, the precondition towards moves to a sovereign Palestinian, have been hazy.

EU representatives said they deemed it necessary that the members of the expert panel to provide utilities was determined as promptly.
